Because of the rocky topography and wide jurisdiction of Kangwon, the residents' judicial access rights are not guaranteed under current circumstances of the court placement. Furthermore, the residents of Kangwon Province don't have an opportunity for trial in the appeal of important cases in their own region, because the cases are under the power of Seoul high court. Therefore, residents of Kangwon Province have been demanding incessantly to establish an appellant court in Chun-cheon. In this study, we intend to show reasons why the government should establish an appellant court in Chun-cheon. The research is divided in two kinds. The first one is setting up of objective index to include the numbers of lawsuit, population, and peculiar regional characters, the other one is deducing a necessity to establish an appellant court through analyzing questionnaires reflecting Kangwon Province residents' opinions. As stated before, Kangwon Province has wide jurisdiction and poor traffic conditions comparing with other regions, and so do industrial conditions.
In the viewpoint of government policy for regional balanced development, we should make a constant effort to reinforce the judicial service. We could know from the result of a survey that up to 87% of the residents are supporting the establishment of an appellant court in Chun-cheon. From that point of view, it is the most urgent task to us.
