To study the BSC application of Korean local government, this research consider several aspects- 1)maintaining the capacity of organization and it’s members, 2)suitability of evaluation process, 3)practical use of evaluation output- as main standard factors for analysis.
After analyzing the BSC application of Bu-cheon city based on these variables, the result says that firstly, on the aspect of maintaining the capacity of organization and it’s members, internal efforts such as policy-evaluation research group operation, continual workshop, model project enforcement improved the capacity of organization and it’s members. Secondly, on the aspect of appropriateness of evaluation process, it is proved that the basic table and strategic map of BSC has no systemic order due to the absence of strategic planning. Thirdly, on the aspect of practical use of evaluation output, it turns out that there was no connection between MBO, internal evaluation, budget, job evaluation and BSC.
To review of this case study of the BSC application of Bu-cheon city, successful BSC application of Korean local governments needs a conversion from traditional planning to strategic planning, and effort for linking the MBO, internal evaluation, budget, job evaluation with BSC.
