Plan-based industrial complex policy of Korea has played the key role in the economic development process of korea since the early 1960s. However, the reiterant rapid fluctuations of industrial land supply since 1980s due to the strict government regulation and inconsistent industrial district designation have been often criticized since they are against the stable and market-based industrial land supply system. Korea government, in response to the first issue, enacted the new act to deregulates the duplicated approval and permission that are required for the industrial complex development. Although, korean government takes the step to deregulate unnecessary regulations in the industrial complex development process, however, industrial complex designation and development by the local governments are still skeptical whether they are designated on the consideration of location factor that is inherent to its regional situation.
This study is, thus, mainly focused on two related issues, the deregulation during the industrial complex designation and development and local government’s inconsistent industrial complex designation without considering location factors.
