The purpose of this paper is to contribute on building the model of optimal local administration system restructure(LASR) throughout discussing a role of central and local government(region) in LASR. The frame of overall this paper is made up the introduction(Chapter Ⅰ), the background of LASR(Chapter Ⅱ), the role model of inter governmental relations(IGR) in LASR: perspective of policy-related knowledge ecosystem(Chapter Ⅲ), roles of IGR in LASR(Chapter Ⅳ), and conclusion(Chapter V). Of them Chapter Ⅲ and Ⅳ are key contents in this paper. The policy-related knowledge ecosystem(PRKE) in the Chapter III is made up many actors, that it is suppliers, consumers, media, and environment of PRKE.
The Chapter Ⅳ discussed desirable roles of central and local government in LASR as key element in this paper. Roles of central government as a consumer of PRKE proposed following three categories. Firstly, it has to make a project system about LASR. Secondly, it has to sponsor to policy research agency, and to build a cooperate network between government and research agency. Thirdly, it has to make a discussion climate about LASR. Roles of local government as a supplier of PRKE proposed following three categories. Firstly, it has to revitalize the regional policy institute about LASR. Secondly, the capacity of four local government association has to promote. Thirdly, research institutes in local government have to build research network, to do co-operative research about LASR.
