The purpose of this study is to explore the way of response for the community welfare which will be affected by the restructuring of the local government system.
This task was compose of three parts. first, An analysis of local government theory including decentralization, autonomy of local government was performed, second, the changes which occurred in community welfare recently were summarized as a operating council for community welfare, local administration reform for integrating human services, and fiscal decentralization
third, alternatives for restructuring of the local government system were categorized into one tier system(county abolished, municipality expanded), two tier system (municipality expanded), and quasi federal system(county and municipality expanded), thereafter I tried to match the policy instruments available in community welfare with the alternatives for reform one by one.
