The purpose of this paper is to explain and analyse the development, institutional framework and financing of the nonprofit sector in Germany. First, this paper will explain the Johns Hopkins Project that documents the size, scope, financing, and role of the nonprofit sector in 22 countries throughout the world. Second, the development and financing of German nonprofit sector will be analysed in the context of comparative study.
In the structural composition, nonprofit sector has only a little change since beginning of the 1990s. The spheres of health care and social services have about 70 percent of the employment of the nonprofit sector. But other spheres of nonprofit sector have a little employment. In particular, social services organizations have played crucial role in nonprofit sector than the health care.
Against the widespread expectations the state financing have increased in spite of the limited public revenues in some spheres. However the public financing have decreased in the sphere of social services, so that repercussive effects for the whole nonprofit sector are noticeable. Based on this situation a trend of a higher share of own-gained resources has started. This kind of market-oriented commercialization in nonprofit sector will widespread in future. But the trend of marketization in Germany is not apparent as in the United States and UK. The German nonprofit sector provides a good example of ‘corporatist’ model and stands distinct from the ‘pluralist’ model or the ‘statist’ model in the west european countries.
