Waste statistics of Korea is being prepared in a method that inversely calculates the disposal of waste facility after calculating the discharge quantity by the estimation of generation, rather than calculating the discharge quantity centering on waste facilities, thereby being able to function as a cause of inaccuracy and of a annual fluctuation in statistics.
Consequently, it prepares centering on "the waste collection quantity" from "the waste generation quantity", a method that has been used so far, and simplifies it with the large classification such as flammable, inflammable, recyclable goods, bulky waste, others, and private collection quantity, thereby being required to minimize error in case of preparing statistics, and to secure accuracy in long-term DB.
In terms of waste category, the statistics needs to be prepared by simply classifying items centering on the separate discharge recyclable goods from the discharge stage. However, as for flammable and inflammable wastes that are being mixed and discharged at the separation stage, the dual management system is needed, which separately manages by classifying items given the waste statistics survey, rather than unreasonably estimating and preparing in the administrative statistics.
The “Guidelines for the Preparation of Waste Generation and Treatment Status ” allows its survey to be carried out 4 times per year in the incineration facility and landfill site. Thus, the regulation is judged to be necessary against overlapping and contradiction to its survey in “National waste statistical survey” and “Present status of the national waste generation and treatment.” And, there is necessity of unification into a system that has high use frequency and is efficient, through evaluating application characteristic and use frequency.
The private recycling enterprises' waste collection is showing very high ratio with 20%-50%. However, the collection quantity management on these enterprises is in the difficult situation, thereby being required the management in institutional dimension on the private recycling enterprises. And, in particular, the supply and education of a statistical program are desperately needed for the private recycling facilities short of accuracy in statistics.
According to 「Regulations for saving in resources and facilitating re-cycling」, the report system needs to be implemented, which the contract manager reports the amount of collection waste to local government, such as private recycling enterprise and apartment. And, at this time, the local government will proceed with utilizing it as a means to implement DB on the reported waste amount and to manage the local recycling enterprises in the institutional dimension, through supporting the installation in waste measuring instrument and the implementation in electric computer system, and others.
