Korean government introduced design-build delivery system from U.S.A to enhance the technical competitiveness of domestic contracts in 1975. Since then, government magnified the application of turnkey-base delivery contracts in government construction projects in 1996. So, the development of construction technology was accomplished in domestic constructors. However, Despite advantages of Design-build delivery system, many problems which has professionalism lack of design evaluation committee has occurred in the operation of design review.
Therefore, this research has suggested the development of design evaluation committee to resolve this matter. First, to evaluation design-build project, this research has suggested the dedicated committee of design evaluation and to open the list of review members before the design evaluation committee. Second, to improve transparency in design evaluation in design-build projects, this research has suggested to open the results of design evaluation and to debrief the reasons for bid losers.
Therefore, this research has suggested the development of design evaluation committee to resolve this matter.
