Because China' Foreign Trade Law which is mother law of Anti-Dumping Regulation has been revised on Jun, 2004 and the systems of National People's Congress of the People's Republic of China has been revised on May, 2003, China' Anti-Dumping Regulation which revised on October, 2001 should be newly revised on Jun, 2004.
Newly Revised Anti-Dumping Regulation is very improvement in procedures on anti-dumping customs, the price promises of exporter and considering on down stream industry so on. Especially, considering China's industry structure which exports the value added goods after processing the imported goods, newly introduced public interests regulation considers not only domestic makers but also other domestic logistics in China.
But endeavoring of revises of regulation, because China' anti-dumping regulation still doesn't lies in law level which almost other countries put down law level, has not regulated the substitutes' country of non-market, the roundabout export for escaping of anti-dumping duties and the details dates of anti-dumping procedure, it is still necessary to make up for defectives.
