This study examines how the international economic system has changed in its contents and how relationship between the system leader and follower country has an effect on convergence and/or divergence of these two economies. For this, I build a model in which the concession and transfers between these two countries in the international economic system is treated. The results show that the transfers from the system leader country to the follower make the level of concessions high and the two economies converge. In order to create the new international economic system successfully, it is necessary for the system leader country to show its leadership and devise the concrete schemes for countries not to diverge in the new international economic system.
