As the human society is entering into the 21th century, most of the labor movements in capitalist countries face a sort of crisis. The Korean labor movement is not an exception. In view of the fact that initial changes in the new century are characterized by globalization, knowledge-based economy, digital revolution, etc., the Korean labor movement should take the following directions. First, as the traditional ideologies of business and political unionism are becoming anachronic, a new ideology of the labor movement must be developed. Most of all, labor movement should put first priority on ameliorating economic and social injustice resulted from severe competition in the wake of globalization and digital divide. Second, the union activities must be diversified, discarding the existing monotonous activities centering on improving wages and other working conditions. In addition to strengthening the unions' mutual aid programs, active participation in government policy process along with making effective alliance with various social movements should be strongly pursued. Third, collective bargaining structure must be changed in the direction of bargaining at the industry and regional level. Current corporatism centered on the national level must be also supported by tripartite consultation at the industry and regional level. Fourth, as genuine labor-management cooperation is impractical without meaningful balance of power between labor and management, various programs must be established to raise the union density which is currently less than 20 %, along with innovation in the organizational structure of the labor movement. Last but not least, democracy should be further developed in both organizing and union government. Most of all, in order to induce more active participation of rank-and-file members in union's decision making a 'discourse culture' envisioned by J. Harbermas should be cultivated.
