Under the context of globalization and economic crisis in particular, the thrust of neo-liberal market reform has produced social inequity and labor polarization in Korea. In fact, the polarization between protected workers at large firm and unprotected workers at small firms and in the non-standard employment has been increased to a critical level, in terms of such indicators of working life as wages, infringe benefits, employment security, job training, and statutory protection.
Over the last 10 years, labor union movement has launched socio-economic reform struggles to prevent the segmentation of working class, but without success. The labor unions' failure to promote social equity is chiefly attributed to enterprise unionism. The fragmented interest representation of enterprise unions has contributed to the growing polarization between organized labor of large firms and unorganized labor in the small-sized firms and non-standard employment and, therefore, led labor union movement to face the crisis of solidarity.
In order to save labor union movement from the crisis of solidarity and protect social integration from market despotism, it is necessary to transform from the enterprise unionism to new unionism, which is built upon the principle of labor solidarity. This new unioinism can be fostered by union leaders' conscious effort to forge the unity of organized and unorganized workers, the restructuring of union organization and bargaining scheme, and the de-militancy of union activism.
