Fiscal expenditure policy is one of the important parts of macro-economic policy.
The active effect of fiscal policy is centralized on the continuously growing of private investment as a result of the increment of fiscal expenditure, which would greatly expedite the growth of national economy. During Chinas transitional period, it is very important to properly manage the interactive relationship between the increment of fiscal expenditure and the growth of private investment. The purpose is to increase private investment by enlarging fiscal expenditure while eliminating anticipatory crowding-out effect caused by the increment of fiscal expenditure.
