Up to now, about 17 million kinds of chemical substances have been developed and nearly 100,000 of them are commercially distributed in the world. Harmful chemical substances that are manufactured and used at the workplace are increasing in variety as well as in quantity. This means that workers are more likely to suffer from occupational diseases as a result of their exposure to these harmful substances.
So it is very important to establish a worker's health protection system against harmful chemical substances
First, Government should establish an evaluation system to check the danger of the chemical substances. The current law concentrates not on the possibility of dangers to our human being health but on the danger of substances. Even if a poison is very powerful it will do no harm if it is stored securely. As the result the government should establish an appropriate checking system for the selection and evaluation process of harmful substances
Second, information on harmful substances should be disclosed with the exception of company secrets and related ministries should make efforts to establish information management systems, including information sharing.
Third, certain harmful substances such as the ones affecting the endocrine system that cause fatal harm including sexual mutation or harm that is inherited or persistent organic pollutants should be managed under a general management system to minimize their negative effects.
Forth, the expansion of government organizations and budgets should be considered for harmful substance management. An infrastructure for harmful substances such as establishing a special financial budget should be built as a matter of urgency.
Fifth, in order to minimize the danger of chemical substances an inter-ministry cooperation system is essential. Presently, the control authority depends on the type of harmful chemical substances. So, government should form a protection committee dealing with chemical substances.
