Police are the officials primarily assigned the task of crime control. Crime control includes preventing crime, responding to criminal incidents, conducting criminal investigations, and clearing crimes. Police are tempted to solve crime problems by strength of resource and activities. Can police reduce crime? The purpose of this study is to review the deterrent effects of the police on crime that have been made by the American police.
The usual argument supporting a negative impact of police on crime is deterrent theory. Deterrence theory emphasizes the threat of punishment to inhibit criminal behavior. The deterrent effect of punishment relies on the existence of three factors; the celerity, certainty, and severity of the punishment. The absence of any one part can seriously impede the deterrent effect of the punishment. Although there have been several theoretical hypothesis of the positive relationship between police and crime, empirical researches on the issue has produced highly divergent results. On the one hand, supporters have argued that police activities contribute to reduce crime rates. On the other hand, critics charge that this claim is false, due to methodological problems.
In this study, we have reviewed the crime deterrent effects of police strength, arrest, and patrol of American police. These essay suggested police strategy and activities for crime control test those deterrent effects by empirical research. And we hope this study to contribute to the improvement of crime control in Korean police.
