The old customs investigation project pursued by the Japanese Empire in East Asia was used as a method to invade Asia, and it also played a key role in establishing the colonial ruling system. In most areas invaded by the Japanese Empire, old customs investigation projects were conducted, and based on such investigations, ruling policies were established. In particular, because the old customs investigation on East Asia by the Japanese Empire was not performed as academic studies, but instead pursued to enact colonial laws, it is closely interlinked with the ruling system. Taking into account that ruling of modern Japan was, at least formally, ruling through 'laws', the issues of enacting laws prescribed the direction and character of colonial policies.
This study examines the ruling policy of Ito Hirobumi and Goto Shinpei who pursued the old customs investigation project while ruling Korea and Taiwan, and also examines the activities of investigating and legislating by Okamatsu Santaro and Ume Kenjiro, who directly oversaw the old customs investigation project. And, paying attention to the fact that the East Asia colonialization system of Japan was established through the old customs investigation project and old customs legislation, the old customs investigation of Korea and Taiwan were analyzed from a comparative perspective. Through the conflicts and mediation process between the colonial government-general and the Japanese government on such old customs investigations, it is expected that it will be possible to identify how the colonial policies of Japan changed.
