This study questions why the level of internationalization of Busan Metropolitan City has long remained relatively lower than other metropolitan cities including Seoul and Incheon though it has continuously done its best to develop into a world-class international city. To answer this research question, it designs a survey research for international area studies experts who have been residing in Busan Metropolitan Area. Its research outcome well demonstrates that most respondents tend to define the concept of internationalization as 'free exchanges among nations.' In addition, it reveals that the respondents show a tendency to evaluate all the efforts for internationalization undertaken by Busan Metropolitan City government in somewhat negative sense, though almost 65 percent of the respondents remain neutral in their evaluation. According the result of an analysis for 20 individual questionnaires composing the internationalization index, the respondents underestimate endeavors for internationalization undertaken by the Busan Metropolitan City government in particular in terms of software-related aspects including the quality problem of human resources. The result also shows that respondents who are older and has been residing longer in Busan, and whose social status are more stable become more likely to evaluate its efforts for internationalization negatively.
