The Korean people exercised the national power restoration movement to defend their nation and independence in the process of Imperialist Japan's aggression. At the areas of Seocheon, modernized private schools took the lead to instill national consciousness & anti-Japanese consciousness into the hearts of the students. In addition, modernized knowledge and consciousness formed with the dissemination and propagation of Christianity. Besides, due to pillage and plundering of colony, the consciousness of anti-Japanese sentiment and independence rose up.
The Samil Movement at Seocheon areas began with the gathering up associates by jo, Nam-myung who had accessed the Declaration of Independence on March 4, 1919. However, jo, Nam-myung-led Independence Movement fell through because his promotion scheme was detected by the Japanese police before he took an action and finally he was arrested. On March 29, 1919, a large scale independence movement was exercised under the lead of Song, Ki-myeon at a marketplace Sinjang-ri, Masan. They exercised independence movement coming to blows with the Japanese police force and demolishing a police box. Afterwards, on March 30, about a crowd of about 3,000 was crying "Hurruh! Independence" at Hwasan-ri, Jeongcheon, when the imperialist Japan attempted to quell this revolt by mobilizing 7 army members, such as infantry staff sergeants from Hongju.

This movement was actively initiated by the young generation aging 20 to 30 together with the Christians as a principal axis. Its subsequent oppression by imperialist Japan was really fierce as well.
