North Korea currently faces a deteriorating situation of chronic humanitarian disasters, such that the state will be categorized as a sponsor of “crimes against humanity.” This paper explores how to approach North Korea from the perspective of the Responsibility to Protect (R2P) doctrine. As such, this paper focuses on a state’s fundamental responsibility to its citizens, and the international community’s commitment to assisting states in fulfilling their obligation to protect its citizens that are categorized as R2P’s “preventive approach.” This paper examines the complex and evolving interplay between North Korea and the international community in terms of the aforementioned R2P’s preventive approach by looking at North Korea’s efforts toward improving its R2P, and the international community’s ability to assist North Korea’s R2P. This preventive approach is considered as a strategy of both “carrots” and “sticks.”
The final section depicts a series of major challenges and opportunities confronting North Korea and the international community in consideration of the R2P doctrine.
