To say nothing of all ages and countries, the spirit of devoting oneself to country is regarded as the most dignified value for country existence. Honorable treatment and compensation to Patriots who devote themselves to country, is not anly appreciation their patriot-spirit but make practice function of nation unification.
This function of nation unification through honorable treatment and compensation to Patriots is more efficient in times of disordered and unstable nation circumstances like as recent Korea-U.S. FTA and North Korea Nuclear problems. In this time, to study “Law and Policy of Independence Patriot Honorable Treatment” is very valuable to solve social problems.
Problems of independence patriot honorable treatment is as following.
First, principle of patriot honor affairs as degree of “contribution and sacrifice” is not kept. Independence patriots are at the head in degree of “contribution and sacrifice”, nevertheless is not no less treated.
Second, present system of patriot honor affairs focuses on veteran and survivor. So, honorable treatment to independence patriots is negligent compare with veterans. Honor system focused on veteran is grounded on long-term military regime. Even at present civilian government honor system focused on veteran is not improved.
Third, honorable benefit and compensation to independence patriots is only nominal not practical. More practical compensation is needed.
In conclusion, it is suggested that honor system should be reformed to focused on independence patriots and specialty of honor to independence patriots compare to other nation contributor is recognised.
