This study examined the activities of the Party-central Military Commission for creation of North Korean ‘Civilian-centered Regional Defense System’ which emerged in the 1990s. This study divided the party-central military commission’s activities into indirect activity through change in the national defense system and direct one for establishment of the regional defense command system.
North Korean defense system has been changed from the whole nation-wide defense system, since the 1945 Liberation, to the present whole civil and national defense system combined with the regional defense system. Such changes are resulted from the reinforced status of military commission covering the republic military commission as well as the party-central one, which led to creation of the civilian-centered regional defense system. The civilian-centered regional defense system was also created by establishment of the party military commission’s regional defense command system. The major momentum of the command system establishment was the revision of Labor Party’s rules, which happened in the early 1980s when KIM Jung-il formed the Central Military Commission. Since then, the Central Military Commission reorganized the national organization required for the regional defense, created civilian soldiers and munitions organizations, and exercised the military command as well as the regional defense elements. In 2003, North Korea united the command systems of the regional army’s activities for regional defense, through creation of the armed forces’ civil defense headquarters.
This study is able to peep into the wartime civilians’ roles and the objectives of national defense policy in peacetime, which is expected by North Korea, through the party-central military commission’s activities for creation of the civilian-centered regional defense system that emerges as a new aspect in the Military-First age.
