In North Korea the urban private sector expanded rapidly after the collapse of the state ration system. Informal marketization of the private sector led to the formation of the market-oriented economic stratification system(MSS). This new inequality system is closely linked with the political status system of inequality(PSS) firmly established in the public sector. The linkage has several characteristics.
First, in case a household belongs to the lower stratum in PSS, its position in MSS tends to be the lower. For the household has poor informal network resources it has to rely on in order to promote private market activities.
Secondly, among informal network resources the kinship network is the powerful resources when a household is to increase his ‘personal property’(de facto private property) and move upward to the upper stratum in MSS. In consequence, most of the upper households in MSS consists of the middle stratum in PSS.
Thirdly, the upper household in MSS recruited from the lower and middle strata in PSS should procure high level cadre member’s unofficial protection if the household is to do its private business in stable and profitable circumstances.
Lastly, by way of graft the upper stratum in PSS is as good as plundering the economic surplus the middle and upper strata in MSS attain in the private sector. However, according to their rational calculations, the upper households in PSS choose to hoard in secret their dollar property rather than to invest it covertly in other people’s private business.
In view of these characteristics, the ongoing economic stratification in the private sector, which for a time was expected to bring about the formation of a collective class agent from below, has yet to become a dynamic and subversive force in transforming North Korea.
