Recently, the safety accidents of consumer products are internationally on the increase due to the rise of international trades and the role of e-commerce. So, the interest on consumer safety is higher than ever. Because each country"s standard, management method, and institution about product safety are considerably different, it"s not easy for the world to draw a common standard and agreement. Therefore, each country"s injury information system - the system of collecting and evaluating injury information - shows a little different aspects and characteristics.
This study attempts to review the characteristics of major domestic and foreign injury information systems as the policy tool for consumer safety, and reinterpret them based on "transaction cost". Then, it attempts to draw an implication and seek the ways developing the domestic injury information system. Therefore, it attempts to show which implications the perspective of “transaction cost” has in the analysis of consumer safety policy tool.
First, this study reviewed the literature on the definitions and types of transaction cost and the mechanism of injury information system. And, on the grounds of this, it established the framework, “the transaction cost model of injury information system users”. As a result of analyzing the characteristics of the major domestic and foreign injury information systems like USA, Japan, EU, and South Korea"s injury information systems, it found out that a variety of transaction costs occur to injury information system users and this hinders the injury information system from working smoothly. Therefore, this hinders the accomplishment of government policy aiming at consumer safety. Also, it confirmed that the major foreign injury information systems make intentional or unintentional efforts for reducing the excessive transaction costs occurring to injury information system users.
In conclusion, it is necessary that Korean injury information system should confirm and evaluate the type of transaction costs occurring frequently to injury information system users, and focus on seeking the diverse and appropriate ways for minimizing them. This study has the meaning in showing the comprehensive type of transaction costs occurring to injury information system users and analyzing the major domestic foreign injury information systems by the transaction cost framework. Therefore, it formed the basis for the next studies based on transaction cost about consumer safety policy tools.
