After the Taean Oil Spill Incident, the restoration work was performed within nationwide interest at the initial stage; however, the lives of the residents are still remaining in the uncertain state. This study intends to point out the absence of participatory disaster management governance which induces reconciliation or cooperation among persons concerned as one of the reasons why such disaster damage gets extended and disaster restoration is delayed. Participatory disaster management governance is integrated leadership that resolves conflicts and enhances cooperation among doers concerned after disaster, and it can be said to be the nuclear social system comprising disaster resilience, the capability to be freed from the negative effects of disaster promptly. However, as the nuclear doers related with this incident, the local government (Taean-gun), assailing company, victimized resident community, and local NGO had either conflicting or exclusive relationships with one another, the governance system could not be built or operated. The victimized resident community and the local government monopolized by the conservative landed gentry power took an exclusive stand towards the direct tie with the local NGO. Samsung Heavy Industries’ strategies to manipulate the opinions of the region that are disadvantageous to it through volunteer workers or sisterhood relationships induce either big or small conflicts among the victimized residents. Thereby, the agenda of the disaster restoration is not centering around the restoration of the lives of the victimized residents but has been distorted around the regional development project reflecting the class interests of the landed gentry power. Besides, the confrontation against Samsung, the assailing company, could not be organized effectively. And it diminished the matter of disaster restoration as the matters of IOPC funds and providing evidences from the victimized residents, so it weakened the positive participation intention of the victimized residents. Since disaster damage has much complexity and uncertainty, it is needed to have participatory governance which emphasizes private sector’s positive participation and also build victim-centered disaster management governance which centers around the restoration of the victims’ lives, not the aiding intervention centering around volunteer workers.
