U.S, Japan and other leading European countries have shown negative growth because of the global economy crisis, following the 2008 financial crisis of the United States. Korean domestic business has also gone through economic slump because of its high dependence on exportation. In addition, the unemployment rate began to increase starting from the second half of 2008. At this moment, economic revival through exportation seems to be highly unlikely, due to the global worsening of economic condition. Therefore, active employment policy in public sector is necessary.
However, the current employment policies in public sector are limited to short term jobs and menial jobs. Hence, the job programs that fit the characteristics of those seeking jobs and meet their desire are asked to make the program yield fruitful result.
Seoul’s employment strategies largely focuse on three fields: green growth industry, service industry, and ‘culture and arts’. Green Growth industry is comprised of recycled-energy industry that is focused in solar energy generation, fuel-cell, and temperature control using the subterranean heat, Green-City business such as energy management, ‘happy refrigerator’ and remodeling of schools, and finally, water related business such as ‘Arisu’ drinking fountain project and management of many water streams going into Han-river.
Service industry is focused on 3 major policies: Seoul-style social enterprise and employment, social-mentor program for service industry retirees. Strenenting of employment ability knowledge service is comprised of matching employers and potential employees, re-education and training for the job seekers, providing employment subsidy for employers. Seoul-style social enterprise and employment accelerating policy project is executing Seoul-style social enterprise certification policy. Lastly, Social-mentor policy for service industry retirees is comprised of structuring senior expert pool, launching project management institute, and executing social-mentor program.
Culture and arts employment promotion focuses on 5 major policies: culture and arts, urban space, traditional market, bicycle, and Han-river. Culture and arts field is comprised of culture and arts education, culture and arts participation, and culture and arts experts. Urban space field is comprised of community public arts, generating spaces for art in public institutions, creative research project for expeditions and journalists. Traditional market field is comprised of the projects for enhancing access to traditional market. Bicycle projects are focused on bolstering bicycle industry and related businesses. Han-river leisure project will promote employment in following areas: ships, research and design center, and the leisure industry.
Job promotion projects are comprised of short-term projects and long-term projects: 27 long-term projects and 38 short term projects. These job promotion projects are pursued in five directions. First, the projects are being carried out in cooperation with both related public and private bodies. Second, new employment projects should be developed being contrived. The job programs should be contrived to provide jobs to retired professionals as well as low-income and vulnerable social classes.
