This thesis is aimed to reconsider the characteristics of Hyang-ga, known as a sort of Korean classical poetry, through looking into the perception of it as a means to communicate and analyzing contexts and aspects of the practical communication. The existing Hyang-ga works of Silla Dynasty was used as a means to communicate with divine beings or members of ruling group by people who could not communicate without Hyang-eo (鄕語), a sort of native Korean language. Therefore, the relationship of addressers and addressees was characterized as a vertical and upward one. Although the ruling groups were capable of using Han-eo (漢語), Chinese language, they made Hyang-ga for those who did not know Chinese language because the ruling groups had trust in the power of Hyang-ga as a way to communicate with divine beings or ruling groups. This showed they held the belief that Hyang-ga had as much power to communicate with divine beings as Chinese language poetry. However, it is difficult to find that Hyang-ga was used as a communicative means among the members of ruling groups and literary intellectuals who had a good command of Chinese language. This shows that Hyang-ga was not universal among the ruling class or literary intellectuals. In this point, it is concluded that we should consider Hyang-ga to have a social and cultural basis quite different from Sijo (時調). This conclusion means it is necessary to reconsider whether the current general understanding of Hyang-ga, Goryeo-gayo (高麗歌謠), Ak-jang (樂章), etc. is valid.
