The purpose of this study is to gasp the results and limitations of support projects of private training institutions and to examine improvement plans according to them.
The method of the project evaluation used in this paper is the non-experimental method which does not need comparison groups. The rate of employment, the rate of occupational change, the acquisition rate of certificates, and etc. were used as the evaluation provisions. The result of this support project as it was intended shows that the occupational training for women, the elderly, and people with severe disabilities was reinvigorated compared to other occupational training projects. The limits of this project were seen, first, as the structuring of the low employment rate, the low quality of training, and the local bias phenomenon of training institutions. The causes of these limitations were the absence of project evaluation/punishment systems, gravity of recruited trainees, and deterioration of training facilities.
To overcome these limitations, the introduction of a project evaluation system operation and a vocational training Voucher system for disabled persons was suggested in order to strengthen competitiveness of private training institutions.
Also, activating training networks by zones for operation productivity, changing of training institutions designations and support ways, and reforming projects centered on specialized types were advised.
