The production environment of Korean animation film requires new system of planning, production, support and investment lately owing to rapid change of digital-visual industry.
In 2011, the success of the animation 〈Leafie, A Hen into the Wild〉, and achieving recognition of the animation 〈The king of pigs〉 from many film awards and animation festivals at home and abroad provided a new milestone to full-length animated feature films of Korea. Through the successes and being recognized of its cinematic quality, the new form of an alternative, the budget feature animation, spreads among the young producers and directors.
This study will organize the process of film planning and production and analyze its characteristics via the status of budget full-length animated films that made recently. Furthermore, it will compile the diverse support policies of the government authorities, municipal governments, or investments of companies, also will state the problems and solutions to devise means by which to have the viability and to being at center of attention to the audience.
In conclusion, if some of drawbacks and alternatives should be suggested, first, the system of support policies leans toward several work or makes investments overlapped between government agencies and private organizations, should be improved.
Second, the impatient attitude, which is eager to meet with good results in short term, is desperately needed to be changed. Third, the experimental projects based on diversity should be selected rather than the commercial-purpose one. In addition, the environment should be promoted to provide enough time for producing high-quality work of art. The producers or directors who attract investments should keep their duty and responsibility in mind too. To maximize the appeal of low-budget feature animated films and to develop scripts that rise cinematic qualities, a variety of media and experimental techniques are needed to find more and more.
