In this paper, by examining Goguryo"s ruling methods regarding the Nakrang and Daebang areas, I sought to raise the possibility that rule over this area was not a unique form of rule simply made possible through the relationships of Chinese refugees or native potentates, but rather a form of rule that was shared with other areas within the framework of 4th~5th century Goguryo"s district rulership. For this purpose, I developed my discussion by focusing on the fact that many of the people living in the area of the two gun (2郡) were mostly natives, neither sure of their identities as han (漢人) nor possessed of belongingness to the Kingdom; and the fact that Goguryo had targeted the two gun region with tenacity from the 1st century onwards and decisively taken over and dominated the entire area after the earlier part of the 4th century.
When we take into consideration both Goguryo"s domination process over the two old lands, or go to of the two gun (2郡故地) in the early 4th century, and the archaeological presentation, it is difficult to say that the native foundations of this area were cause for the deferment of domination over the two gun"s old lands to a few Chinese potentates. In the early 4th century Goguryo had foothold castles whose jurisdiction included the specific area of the two gun"s go to, dispatched local officials strongly reminiscent of military commanders, and ruled residents under the banner of a group of leaders formed of Chinese refugees, naturalized han, or non-han native potentates. This group of leaders were granted jurisdiction over residents in some areas of Goguryo, but they do not seem to have acted as local officials from the central state, and they probably existed on the basis of forces they themselves had led or brought, such as the residents under their banner.
Due to the unique circumstances of the change of the capital to Pyongyang in the year 427, domination over this area probably underwent transition to direct rule form after the latter part of the 4th century. But it is nevertheless difficult to say that Goguryo was in the process of incrementally expanding its power of rule over the two gun"s go to area for up to a full century, so the possibility that this was a form of rule sustained over a long term must be considered.
