Kil Jun Yoo was in the midst of controversy in history of modern Korea intelligentia. In the context of his ideas and practices, Yoo was not simply dreaming of building modern nation-state. Because Travelogue on West, Yoo"s book, was mirrored that his aim was the consilience of tradition and modern, civilization, enlightment. So it can be evaluated new enlightened civilization theory hybridized tradition and modern compositions Yoo understood history and politics.
In a concrete way, Yoo did not follow unilinear evolution theory which contained constant progress and development but transformed confucian circular reasoning of history into harmonious progress as a modesty and courtesy. And his political vision was co-governance of monarch and people, it was transformed of confucian mutual government of ruler and subject. It was the prelude of phased civilization theory Yoo emphasized. Finally Yoo"s civilization theory still sustained tradition of confucian benevolent government and added republic democracy to his traditional ideas. It was the output of his willing to deal contemporary needs which demand revival of collapsed public section.
