This study is to explore the strategies for better local procurement in decentralized contract and purchasing environments. Recently, local governments of Korea are faced with the devolution of procurement power, the strengthen of on-line procurement(G2B), the globalization of public procurement accelerated by WTO and FTA, and the reinforcement of social policies such as green procurement.
This study examines the existing local procurement process and also analyses the contract and purchasing expenses of goods and services. The result shows that the fragmented managerial system has made insufficient strategies to sustain the good quality of local procurement and not met the economic and social goals of procurement. Moreover, relevant local procurement policies and systems are not prepared yet to open local procurement market globally demanded by WTO and FTA.
For better local procurement, this study suggests the mid-range procurement planning, performance based management system, harmonization of the procurement quality and social policies, and global standard legal system.
