This research is conducted with the goal to provide reference data and guiding principle with which administrative authorities can utilize at the planning of GTX(Great Train Express), through case studies about the policy of detailed source-of-revenue reservation and an assignment, development system of station surrounding area, route design, construction and operation of advanced foreign countries.
This research is also focused on analyzing the current situation of express railways, institution and finance resources for railway construction, combination with housing land development and railway construction, and measures to reactivate station surrounding areas
targeting at the Greater Tokyo Area and Metropolitan Ile-de-France.
Tsukuba Express Line was constructed by the national organization, and then sold to a railway operator. The operator was allowed to pay for the assignation expenses during 35 years after 5 years deferred. This is the reason why the operator the Tsukuba Express Line can concentrate on improving railway service without pressure for operational expenses. Therefore this is the point that we should draw a direct line with, when we promote the construction of social infrastructure by using of PFI(Private Finance Initiative) scheme.
In Japan, the government establishes special laws for integrated town redemarcation projects with a view to facilitate land acquirements of railway lands, and return the benefit to the railway operater from the development of station surrounding area.
