우리 사회가 다문화사회로 진입하게 되면서 정부는 2000년대 중반 이후 외국인정책과 다문화가족정책을 통하여 내외국인 사회통합의 문제를 해결하고자 노력하고 있다. 하지만 사회통합정책이 다문화사회 전개 양상과 한국적 상황에 대한 면밀한 검토와 미래의 가능성에 대한 총체적 전망에 기초하여 수립된 것이 아니라 문제로 지적되는 일련의 현상에 대한 대증적?파편적인 대응에서 연원하였다. 이에 본 논문에서는 국내에서 시행되고 있는 다문화가족정책, 외국인정책 등 사회통합정책이 갖고 있는 문제점을 살펴보고 성과분석을 위하여 에이거와 스트랭이 개발한 사회통합의 분석틀을 적용하고자 한다. 통합의 토대, 촉진요소, 사회적 관계, 통합지표와 수단 등 4개의 상위지수와 10개의 하위지수에 따른 한국의 사회통합정책의 현황과 그에 따른 내외국인 사회통합을 위한 지수별 유기적 연계방안 등 정책방향에 관하여 고찰하였다.

This paper focuses on the status and problems of social integration policy for immigrants in Korea. So this study analyzed the strength and weakness of integration policies of multicultural society by comparing with social integration analysis frame of A. Ager and A. Strang. This analysis frame consists of four main areas(foundation, facilitators, social connection, markers and means) with ten sub areas(right and citizenship, language and cultural knowledge, safety and stability, social bridges, social bonds, social links, employment, housing, education, health). Therefore, Korean government should try to formulate and implement policies to improve social unity through adequate and social integration policy for immigrants as follows: Firstly, the Korean government should assess expenses of social welfare, rights, citizenship for immigrants in Korea and consultation with immigrants about granting Korean citizenship and expand the social security for immigrants. Secondly, social integration program pursued by the Korean ministry of justice, emphasizes education programs in Korean language, Korean society reviews and cultural experiences. However language is not merely a means of communication but also a means of self~expression and empowerment in Korean society. Therefore, this paper has discussed on the educational system of social integration program in Korea for immigrants and suggested prerequisite conditions in order to provide this program. And it should be included of discrimination against foreigners in education system or civic system. Thirdly, the Korean government effort in supporting immigrants could be local bridges, local bonds, social links in local society. Moreover, it has to be included in mentoring between Korean people and immigrants in local society and develop volunteers program for immigrants-mentoring resources. Finally, the Korean government should make better job-training programs for immigrants employment, improving project the residential environment, program of promotion of health for immigrants in Korea. To make this social integration policy successful, a long-term strategy of the local government is necessary. The citizen shall get in contact with foreigners to facilitate integration. Immigrants should adapt to the society accordingly. This study could find that there is an integration program, is no existence of an absolute integration policy of multicultural society. Moreover, we could know that convergence phenomenon is occurring between different types of integration policies. Therefore, further integration discussion of multicultural society in Korea should take complex policies into account appropriate Korea"s multicultural situation and background.
