Wastewater treatment systems are one of important social infrastructures in modern cities. While many years have passed since wastewater treatment systems were constructed in major urban areas, treatment systems are still under construction in some small and medium-size municipalities in Japan. At the same time, the Japanese population is declining, especially in smaller cities. Therefore, wastewater treatment systems are facing problems of aging. For smaller cities, there are several issues related to the construction and management of wastewater treatment systems as related to population decline. In this study, the issues that wastewater treatment systems in Japan are currently encountering are described. The life cycle cost, treatment methods and fairness of service of wastewater treatment are discussed.
