The most important topic of the waterworks management system is to minimize the leakage problem to maximize the flow rate and to minimize the pollution problems. For more than 10 years, Korean government has tried to develop the integrated management system and to implement the project for this object. And the interim conclusion is that to use the block system for the water network. For the optimal planning and operation of these projects, integrated central engine is imperative and this engine should have the functions of accurate prediction and detailed designing of the required facilities including monitoring and alarm systems. And also this engine should be the future operation and maintenance system of overall waterworks system. Even though many researchers have devoted so much efforts to detect the location of the amount of the leakage in pipe networks, no practical results have been derived. To overcome this problem, integrated management system should be developed including the stochastic and deterministic hydrodynamic model of waterworks system. So, in this study, PC and Web Based Integrated Block and Leakage Management System has been developed including the many sub management systems such as follows : block facility management system, deterministic and stochastic modeling system, leakage monitoring system, and block diagnostic system. ArcGIS Desktop and Server have been used to develop the PC and Web GIS Based System. The developed systems have been applied to Youngwol Province to check the validity of the system. The system can be operation on mobile system so that many local government can adopt this system to minimize the problems related to leakage in waterworks system. This study is the core work of the comprehensive and integrated management system of waterworks which was developed in environment system research laboratory in Kangwon National University.
