How much do science and technology contribute to the promotion of human welfare? There is a growing demand to take advantage of the performance of development of both science and technology for not only effective but expansion of welfare policies and services. In particular, it is expected that the information and communication technology should be utilized for expanding welfare infrastructure, and enhancing the efficiency and quality of services. This paper explores the relationship of ICTs and social welfare, focused on their usability in the field of social welfare. In this regard, special attention should be paid to the fact that today’s society is increasingly entering into the era of policy paradox. Nowadays, people expect to receive a higher level of welfare services with fewer taxes. They also demand the selection and concentration of welfare services, and, at the same time, want the width of the services and content to be diversified. Furthermore, they try to achieve different and contradictory welfare goals simultaneously. In a word, people crave ‘smart welfare’ these days. Smart welfare services are rather consumer-centered, participation-oriented and sustainable, while existing services are more provider-centered, beneficiary-oriented, and allocation-of-resources-oriented. Connectivity and communication of the latest ICTs such as smart phones and social network services could be effective means for implementing the initiative of smart welfare. There are some prerequisites for this. For instance, it is required to rearrange the relevant laws, to build the effective welfare information network, to bridge the information gap between different layers, and to protect the privacy of the socially vulnerable.
