The primary purpose of the Fry Releasing Program (FRP) designed by the central government is to construct enlarge fishery resources. While diverse ex-ante analyses on the impact of the program have been done, the exact impact after the program termination has never been considered. The main purpose of the present study is to analyze the ex-post impact of the FRP utilizing the data with respect to fishery production and recreational fishing. This study pays particular attention to spatial dependency of our dependent variable. This study applies spatial panel models that lessen the statistical problems of externality and omitted variable bias such as volume of marine resources. This study found that the FRP possesses spatial dependency and the effect of the FRP was positively evaluated in both fishery production and recreational fishing.
