This essay systematically analyzes how the citizens of Incheon view the participation of North Korea in the 17th Asian Games Incheon 2014. The results will suggest many critical policy implications for the 2015 Gwangju Summer Universiade and PyeongChang 2018. In order to achieve this research goals, I collected a survey dataset right after the Asian Games and statistically analyzed it. As a result, firstly, this study finds that the citizens of Incheon prefer the participation of North Korea’s both athletics and cheering squad in 2014 and 2015 as well. To them, this will greatly help to successfully hold the international sports events. Secondly, this research finds that the government does not need to provide a full financial aid with North Korea in order to compensate the costs of stay during the international sports events. The survey analysis tells so, and North Korea paid their bills more than expected in 2014. The City of Gwangju attempts to form a one team for the two Koreas with the help of the Federation of International University Sports (FISU) in the such a symbolic year of 2015, the 70th anniversary of independence. The Park Administration will have to actively involve in the negotiation processes with North Korea for the success of the 2015 Gwangju Summer Universiade, which will make a big progress to build a peaceful relationship between the two Koreas.
