The purpose of this paper is to examine the relationship between political parties, constitutional systems, and public policy in the comparative viewpoint, based on recent research achievements. In particular, this paper analyze the impact of constitutional systems on the nature of party and public policy through data from OECD countries including Korea.
One of the conclusions of this paper is that the proposition of partisan theory have conditional validity in the explanation of public policy differences in democratic countries. Parties (or Party governments) are a necessary condition but not a sufficient condition in making public policy differences. The second conclusion of this paper is that the reason why right governments dominate in some countries but left governments dominate in other countries can be explained by characteristics of constitutional systems as institutional contexts, above all majoritarian democracy and consensus democracy as patterns of democracy.
