Vietnam has one of the highest growth rates in outsourcing and has established its presence in the sector as an alternative destination for low-cost offshoring services with especially strong growth in the software industry. The government has put in place policies to promote the country as an outsourcing destination, with the ICT segment expected to expand rapidly. Despite of the huge market share of India and China, Vietnam is quickly emerging as a software outsourcing destination. There are many promising potentials and advantages but also immese challenges Vietnam software industry needs to come over in order to put a significant print in the software outsourcing global map. Human resource is one of the key driven forces for the sofware industry but has been pointed out as one of the weak point of Vietnam. In this paper we would like to investigate and present an analysis on the effect of the ICT workforce on the development of Vietnam software outsourcing industry.
