Korea Employment Agency for the Disabled is providing the personal assistance service in the workplace for the disabled since 2010 on the aims of supporting the people with severe disabilities to maintain the job and promoting the creation of stable jobs.
In this study, we evaluated for the personal assistance service in the workplace for the disabled and deduced some improvements for the activation. We set th basic directions and criteria of evaluating employment programs for the persons with disabilities.
Four steps were set for the evaluation and the criteria were created ; (1)the relevance and the equity for planning, (2)the efficiency for implementation, (3)the effectiveness for performance, (4)the utility and the sustainability for feedback. The detailed evaluation indicators for each criteria were created through literature research, interviews. For the measurements of the indicators, we used surveys, interviews and site visits, DB data analysis, quantitative analysis using statistical matching methods.
After the total evaluation, we concluded that the program has implemented with decent relevance, effectiveness, utility and sustainability, and partial insufficiency on the efficiency, and insufficiency on the equity. The suggestions were presented according to the study results.
