In June 1946, a month after the first session of the American-Soviet Joint Commission had taken a recess, Terenti Shtykov, the leader of the Soviet delegation, submitted a report titled, “On Activities of American-Soviet Joint Commission in Korea”, to Stalin and the Soviet Foreign Minister, Molotov. The draft of the resolution under the name of the Central Committee of the CPSU (Communist Party of the Soviet Union) attached to the report, was largely adopted in July.
While Soviet troops were stationed in Korea, North Korean leaders launched an aggressive campaign to counteract so-called ‘reactionary elements’ in South Korea and took reform actions by laying down the foundations of government, such as nationalization of major industries in North Korea, increasing the military, electing People’s Committees at various levels, etc.
The summer of 1946 was a watershed moment in history that resulted in the preclusion of an independent government that could have been established by international negotiation and compromise. Under these circumstances, issues concerning the Korean Peninsula, such as the nation’s division and reunification, began to be dealt with exclusively by Koreans. The military buildup of North Korea during this period was also part of the process in that it provided a safe haven and supportive rear base for Chinese communist troops which were outnumbered by the Soviets and were forced to retreat to Manchuria.
