With the local self-government system, great efforts are being exerted to find out the next-generation growth engine which can be a new local growth engine and power. Such a local next-generation growth engine is to develop an image to identify locality along with cultural goods. However, most regions in Korea practically fail to develop systematized cultural tourism goods due to unsystematic management of local cultural resources, lack of professionals, poor local finances, absence of methodology for local development, and so on. This study suggested a system to evaluate local cultural resources in order to develop cultural tourism goods using local identity. The evaluation system was built with five items: prospect as a basis of the future for a region, economic efficiency for economic values of a region, originality to compare with other regions, contents for uniqueness, identity, and symbols of a region, and comprehensiveness for industrialization. This evaluation system allowed to draw tourism culture resources representative of a region and derive meta-key words of originality and identity of the region on the basis of the resources. With the meta-key words, a model was suggested to develop local cultural tourism goods which could develop an image to present local identity and draw local color and a concept of cultural tourism goods. This will be a basic study as a growth engine which can be a basis of developing a local brand image, using emotional marketing for cultural tourism goods, generating local values, and viewing the local future vision.
