This study was to investigate the effectiveness of an In-service program for Filipino English-speaking teachers in elementary schools in Korea, focusing on teacher qualifications and efficacy. For data collection, a survey questionnaire was given to 13 Filipino teachers participating in the In-service program. The results of this study were as follows. First, concerning the satisfaction with the program, the participants reported that they were strongly satisfied with the overall program. Second, in regard to the subject preference, the most satisfying subjects to the participants were Speaking, Pronunciation, Listening, Writing, and Educational Methodology in order. Meanwhile, the most helpful subjects were Pronunciation, Educational Methodology, Speaking, and Writing in order. Third, with regard to the effect of the program on each domain of teacher qualification and efficacy, the survey noted that three issues showed an increase in the mean in comparison of pre- and post-survey, though the difference verification was not statistically significant. In conclusion, we maintain that the In-service program had an effect on enhancing the participants’ capability to teach English to elementary school children in a rural area.
