Examined in this article is how the Goryeo government’s policy for physically handicapped people have changed over the years, in terms of various kinds of sicknesses and body damages, which were at the time classified into three categories: Janjil, Pyejil and Dokjil. Honoring past traditions, the Goryeo government as well categorized physically handicapped people in these three groups, according to the pains inflicted upon their bodies and damages done to their motions, in order to make sure that they would receive appropriate care from the government.
These handicapped people were exempted from dynastic duties(課役). Dokjil patients in particular received people who were (also exempted from dynastic duties and) under orders to take care of the physically handicapped people they were assigned to. In case of committing a crime, they received less harsh punishments, and were allowed to pay a fine instead as well. They received support of the government, were invited to dynastic banquets, and also received grain, clothes, medicine as well as other necessary items on a regular basis.
During the Yuan intervention period, Yuan legal codes were introduced to the Goryeo society and the government’s policy toward physically handicapped started to change as well. First, official banquets held at the palace for elders, which were also open to Dokjil and Pyejil patients, were abolished. Second, when a victim of a criminal case became a Dokjil or Pyejil patient as a result of the attack, the offender would not only have to be punished, but also pay for the living expenses of the victim for the rest of its life. Third, a handicapped person who was not able to live on its own would have to be cared for by the government. Similar policy would continue in the Joseon period as well.through which Goryeo people experienced Mongol institutions and practices.
