The problem of shrinking cities has been one of the most critical issues in urban planning and policy throughout the world. The purpose of this paper is to examine some planning issues for smart decline of the shrinking cities. In order to achieve the purpose, this paper attempts to define the smart decline and shrinking planning in terms of the population decline, adjustments of social overhead capital, and land use for the decreased demand. Using a modified model suggested by Glaeser and Gryourko, this paper suggests an asymmetric path of the city decline against growth. Based on the characteristics of the capital stock and land use, it is argued that the capital is instantly supplied induced by the increase in the demand. However, it is suggested that once the capital is supplied, it is extremely reluctant to the reductions of it. This paper tries to examine the causes of the downsizing reluctance of the capital. It is argued that although the adjustments of the surplus capital stock require the costs, the owners of the capital can not internalize the benefits of the infrastructure demolition. This paper suggests some empirical evidences to support the theories of the shrinking cities, focusing on the central districts of Daegu Metropolitan area including Jung-gu, Seo-gu and Nam-gu. Also, based on the theoretical bases and experiences of the shrinking cities, this paper discusses some policy instruments to deal with the shrinking cities including planning and administrative system, land use, housing, and infrastructure of the local governments.
