The purpose of this study is to evaluate the factors affecting urban decline Between Seoul Metropolitan Area and Non-Capital Local Area. This study analyzed 229 basic local governments nationwide using basic data selected as urban regeneration activation areas based on three factors: population and social factors, industrial and economic factors, and physical and environmental factors. The analysis results of this study are as follows. First, the change in the designation of urban regeneration activation areas indicating the degree of urban decline is increasing relatively more Between Seoul Metropolitan Area and Non-Capital Local Area. Second, by city size, the proportion of urban regeneration activation areas is increasing significantly from small population to large population areas. Third, changes in population and old buildings are the decisive factors in urban decline. This study shows that urban decline is rapidly progressing even in large cities of Seoul Metropolitan Area, so it is urgent to prepare policy implementation for preventing urban decline.
