This study aims to answer the question “What is the moral basis for coexistence and the principles of its application in a multicultural society?” I have discussed the cases of Dutch multicultural society in order to this question. The Netherlands has been actively promoting multiculturalism like a country with an open history. However, due to the insolvency of policies, inefficiency, and the change of international political economy, multiculturalism in Netherlands resulted in failure. But the choice of the Netherlands was turning into ‘interculturalism’ developed in one step, instead of giving up multiculturalism. Dutch natural environment and living environment is more appropriate to multiculturalism rather than a single culture. It should also help further the national interest Above all, the roots of the diverse cultures of the Netherlands, has been working for a long time the spirit of toleration that has kept the Netherlands. But tolerance is uncertain because it is to rely on personal morality. Therefore, the principle of ‘Freedom as non-domination’ is required in order to actually work tolerance.
