In recent years our country has consistently takes effect with the village development project invested large resources. But it compared to a properly invested large resources and did not sound. In previous research to improve the performance of village development projects it has been in progress .As a result, village development and citizen participation in the awareness that there are issues related to the business emerged. But not escape from institutional formalism of such institutional measures to elicit an active citizen participation. The proposed plan for the use of culture as a factor that causes the active resident participation in village development. If applied to a variety of unique culture of the town to the village development project meets the needs of the business purpose and the villagers will be able to maintain business continuity after. In this study, we derived residents participation types through the example of the village utilizing the cultural development of the region puts on cultural objectives and utilize residents participation types of analysis.
