The purpose of this paper is to clarify the main arguments of the two different theoretical views, that is, the so-called cognitive linguistic views, on the one hand, and the Chomskyan generative grammarian views on the other hand, all from cognitive perspectives on first language acquisition and learning, by comparing some critical issues from the cognitive scientific findings in that such perspectives are influential to English linguistics and language education in Korea. I focused on what the cognitive linguists have argued for vocabulary and grammar learning based on real language data, Chomsky's E-language, while focusing on how the generative grammarians deal with I-language to identify UG in the human Language Faculty. Thus, I tried to show in what way these two perspectives are different rather than in what way they go along the similar line. Finally, I have discussed what I have observed about the two theories throughout the entire paper.
